Will I be penalized for not being taxed from 1999-2012 as I worked abroad?

Been working abroad in cruise ships between 2003-2012. Returned back homed in 2012 and was unemployed until Feb 2014 where am currently employed. Do I need to supply any other documents to confirm this?

No you will not be penalized, that income earned is exempt under tax law.
