Tax certificate from Cape Town municipality?

Can I get a tax certificate from the municipality for municipal rates (Cape Town)? Problem is the statements don't run from 01/03/2013 to 28/02/2014. Not sure hoe to apportion properly.

You won't receive a tax certificate, but you can use your statements to apportion through that period, so use the months of March to February which you received monthly.
