Not registered for tax, but wants to submit returns?

My husband worked for different small businesses(at home mechanical/panel shops) for 5 years now and received weekly wages per month in cash, which is currently R950 per week and started off on R450 . He was told because of his low income he doesn't need to worry about tax registering. What can he do about this as he has no IRP5's or payslips in order to register himself. We would like to take a life policy for him and heard that he would need a tax number if we should claim in even of his death.
