We bought a home and was told that we could claim back on the Transfer duty and registration cost that we paid over. Is this possible and how do we do this?

No this is not possible, only when you sell the property will you be able to use this to reduce the capital gain. You do this by including those costs into the "Base cost". Keep all the documents that prove your costs, including original receipts.
