Tax is not a fund that you make payment into and can then withdraw from. Taxes paid go toward the government for the upkeep of basic services in the country. Only in the case that you have over paid your taxes due does the result of the calculation create a tax refund of a smaller amount that SARS returns to you after filing your tax return. You would need to complete and submit your ITR12 income tax return, you can start the process by registering for TaxTim.
