Can I claim medical rebates if I'm on a hospital plan only and not a full medical aid? SARS directly advised me that I cannot.

Yes, you can claim a medical rebate for the hospital plan contribution on your tax return. You aren't allowed to claim a deduction for hospitalisation insurance premiums or medical insurance.
