I'm a foreigner living in South Africa. I don't work yet but I receive money from overseas from my family. Like R 30 000 or R 20 000. I want to have an importer code and they require personal tax. I'm scared to go to SARS because I don't know if I will have to pay tax while I don't even work

No you will not have to pay tax on money received from non South Africans and you can get a tax number without earning income.
