Can we put Skills development levy (SDL) under Unemployment Funding Income (UIF) in our taxable income calculation?

SDL and UIF is not deducted from your salary to calculate your taxable income.
SDL and UIF are not taxes, but contributions towards other funds such as in the event of job loss. Therefore they do not reduce the tax payable.

I hope this clarifies your question.
