Does devaluation of the rand cause a tax liability?

If my overseas holdings increase in value solely due to devaluation of the rand, is such an increase taxable?

No this would not cause a direct tax effect on the value as is, but the value of your interest or dividends when earned could be greater and therefore the tax would be higher.
