Is dividend tax deductible from normal tax payable for Micro Business exceeding the R200 000 dividends tax exemption threshold?

Dividends tax will be payable at 15% on the dividend declared by the micro business exceeding R200,000.

This is assuming the micro business is registered for turnover tax of course.

I am registerred for turnover tax, the question thus is if I pay 210 000 dividends, the 15% Dividends Tax to be paid on the 10 000 is that DTac deductable from the Turn Over Tax to be paid according to the tax table?

It is not deductible. It is a completely separate tax to the turnover tax. You will need to complete a Dividends Tax Return which you can find on the SARS website.
