Confused taxpayer!

I started working on April 2009 and got my 1st IRP5 in 2010 and I submitted it and they told me that it was not necessary for me to submit since I don't have medical aid and annuity then I did not submit in 2011 and 2012 and I got a letter and SMS telling that I owed SARS R500 for not submitting in 2011 and 2012, now my problem is why was I told there was no need for me to submit and yet I'm being told that I'm owing...is it my fault because I knew nothing about tax returns back then and I was wrongly informed by the SARS employees themselves. I filed through efiling today for 2013 only and I was issued a notice that I'm owing R0.06 and I still don't have annuity and medical aid. So I'm not sure what to do about the 2011 and 2012 returns that I did not submit and the money they said I'm owing them?

This is the usual case, we advise taxpayers to submit their returns every year even if they do not have any additional income or expenditures because SARS will still penalise for non-submission. Our advice is to go into SARS and explain the situation and have them reverse the penalty.
