Are levies on a rental property tax deductible?

Do the Levies on a rental property count as an expense towards the "business" and if so, what category should that fall under eg: Administration fees?

Yes it can be claimed as a deduction against the rental income in the Local Business section of your tax return. You can disclose it under "other expenses" and include the description as "levies".
