My current salary package is Cost to Company. Does this mean I pay the medical aid or does the company pay it. The other issues is that I get a fuel allowance, but its not put into my salary. I have a fuel card.

I have been working for an NGO for about 3 years and PAYE and UIF was deducted on my monthly salary. I use to fill the IRP5 and yet there is nothing on the tax reference number. I don't know what to do or how you qualify to have the tax reference number because the organization I am working at now they need the tax reference number.

Yes you can. Simply register on eFiling and if you do not yet have a personal income tax number, SARS will automatically register you and issue a tax reference number. I submitted a return for the first time myself in 2012. It was previously done by a colleague who was rather knowledgable. Each previous year (3 years) the outcome was a R0.00 balance as I do not have any medical aid, retirement, etc. Nothing had changed since then.
